What this is, and what it is not. We are not claiming to solve aviation's human-factors problem — the industry's existing apparatus is fifty years of hard-won work and it functions. What behavioural data adds is narrower: it makes the shape of a population visible, and it gives the link between personality and behaviour a vocabulary you can act on. 3Where the ranges come from

The role list

The 305 roles are not a generic job list filtered for aviation words. Each one is a post, licence, rating or nominated position that actually exists in a published aviation instrument, and each entry carries the reference that creates it. Four kinds of source were used:

  • ICAO Annexes and Docs — Annex 1 (Personnel Licensing) for every licence and rating from PPL to Aircraft Maintenance Licence to Air Traffic Controller to Flight Operations Officer; Annex 6, 11, 13, 14, 17 and 19 for operational, ATS, investigation, aerodrome, security and safety-management posts; and the Doc series (9859 SMM, 9868 PANS-TRG, 8973 AVSEC, 9734 Safety Oversight, 10070 Inspector Competencies, 9756 Investigation, 9966 FRMS, 9824 Maintenance Human Factors, 10106 FOO CBTA) for the competency content.
  • IATA manuals and programmes — IGOM, AHM, ISAGO, the IOSA Standards Manual and Programme Manual, the Dangerous Goods Regulations, the Cargo Agent's Handbook, WASG, SSIM, SIS and the CBTA/ITQI framework.
  • EASA and FAA implementing rules where they give the post a legal name that ICAO leaves to the State — Part-ORO nominated persons, Part-FCL instructor and examiner certificates, Part-66 licence categories, Part-145, Part-CAMO and Part-21 post-holders, Regulation (EU) 2015/340 for ATCO ratings and Regulation (EU) 139/2014 for aerodromes; 14 CFR Parts 119, 121 and 65 for the US equivalents.
  • Standing industry standards for a small number of technical roles that no authority names directly — EN 4179 / NAS 410 for the three NDT levels, for example.

Where two sources name the same post differently, the entries were merged and both references kept. Seniority tiers follow the same four levels used across the NeuroFrame role library.

The eight behavioural parameters

The same eight parameters as the main Role Fit calculator, scored as percentiles against a reference base of 14 850 professionals. Three are cognitive, five are personality.

Three parameters per role are marked core — the ones that most distinguish this role from the average of all others. They are the parameters worth arguing about; the remaining five carry a wider tolerance band by design.

How a stage changes the range

A role's benchmark starts from what the work demands — the task structure and competency requirements in the defining instrument — and is then shifted by the stage the organisation is in. The same job title asks for a measurably different person in a Prime airline and in a bureaucratic one.

The direction of travel down the curve is consistent: appetite for risk and openness to the new fall away, monitoring and conscientiousness rise, and the pull towards results weakens as internal process absorbs more of the day. Agreeableness rises too, though for a different reason at each stage — cooperation in Aristocracy, and the ability to stay steady and resist manipulation once politics take over.

Band width is not uniform. A role's three core parameters carry a tighter band (±7 percentile points) than the five supporting ones (±11), because that is where a mismatch actually costs something.

StageWhat changes in the person the role needs
PrimePrime rewards the widest person. The organisation still has appetite — new routes, new types, new bases — but it now has the discipline to execute them, so the range opens upward on Openness, Risk Appetite and Result Focus without giving anything back on Conscientiousness. This is the only stage on this curve where high drive and high method are asked for at the same time.
StabilityThe question in the room shifts from 'why not' to 'why'. Nothing is broken yet, but new ideas now have to justify themselves against a working system, so the premium on initiative fades and the premium on delivering to plan rises. Progress Monitoring and Conscientiousness tighten upward; the entrepreneurial band narrows from the top.
AristocracyMoney goes into control systems, facilities and appearance rather than into new bets. How something is done starts to matter more than whether it worked. Risk Appetite and Openness drop sharply, Agreeableness rises because smooth relationships are now part of the job, and Result Focus softens — the organisation is no longer measuring itself primarily on outcomes.
Early BureaucracyThe question changes from 'what is wrong' to 'who is wrong'. Energy that used to face customers now faces colleagues. The role needs someone who can keep delivering while being second-guessed: very high Conscientiousness and Progress Monitoring for a defensible audit trail, high Agreeableness in its resist-manipulation sense, and almost no room left for Risk Appetite — initiative is now personally expensive.
BureaucracyThe organisation is sustained by rule and mandate rather than by customers. What the role needs is someone who can work exhaustively inside a system without breaking it and without burning out: Conscientiousness and Progress Monitoring at their highest of any stage, Openness, Risk Appetite, Learning Agility and Result Focus at their lowest. A high-initiative hire placed here will be unhappy and will not last.

This is a non-commercial beta, forever free of charge. It is an experiment we published so that people who work in aviation HR can poke at it and tell us where it is wrong. It is not a finished product and it is not part of any commercial NeuroFrame service.

The numbers are model output, not measurements. No one has measured 305 aviation roles across five life-cycle stages. The ranges are generated by our own model from the structure of each role's published competency demands. They have not been validated against real job performance in any airline, airport, ANSP or MRO. They may be wrong.

Do not make a decision about a real person with this tool only. Not hiring, not rejecting, not promoting, not removing anyone from a duty, not deciding whether someone is fit for a safety-critical post.

It is not an assessment. Typing eight numbers into the compare panel does not assess anybody. It draws a line on a chart next to a made-up band and shows expectations with a certain degree of reasonability, which, to our knowledge, could increase the probability of success of a person in a role, but is not at all a guarantee of such success.

Neither ICAO nor IATA — nor EASA, the FAA, EUROCONTROL or any civil aviation authority — has reviewed, approved, validated, accredited or endorsed this tool, the behavioural ranges in it, or NeuroFrame's methodology. No such approval has been sought, and to our knowledge no process exists under which it could be granted: ICAO states in its own Personnel Licensing guidance that it does not endorse, recognise or approve training organisations or programmes, and neither body operates a certification scheme for assessment instruments of this kind.

ICAO Annexes and Docs, IATA manuals and programmes, and EASA and FAA implementing rules are cited here for one purpose only: to identify each role and to describe the competency demands those instruments place on it. Citation is not affiliation. Where a role's card says "Defined by ICAO Annex 1 §4.2", that means Annex 1 creates the licence — not that ICAO has any view on the numbers we have printed next to it.

The authority to decide whether any person may hold a licence, rating, certificate, authorisation or nominated post rests solely with the competent authority and with the operator's own approved procedures. This page has no standing in that process whatsoever.

One model of several About the life-cycle model — and why to hold it loosely.

The five stages used here come from the corporate life-cycle model set out by Ichak Adizes in Corporate Lifecycles (1988) and Managing Corporate Lifecycles (1999), and from a number of similar studies. It is a practitioner framework developed out of consulting practice. It is widely known, it is a genuinely useful way to talk about how organisations age — and it is worth being clear about what it is not.

It is not an empirically validated measurement instrument. There is no established, peer-reviewed procedure for determining which stage an organisation is in, no published reliability data for such a determination, and no agreed evidence base linking a stage to specific behavioural requirements. Treat the stage as a lens, not a diagnosis. The life-cycle stage is yours to choose — the tool does not determine it and cannot check it.

It is one of several competing models, none of which commands consensus in organisational research. Others include Greiner's growth-and-crisis phases (1972), Churchill and Lewis's small-business stages (1983), Quinn and Cameron's effectiveness-criteria model (1983) and Miller and Friesen's life-cycle work (1984). They divide the same territory differently and would not always place a given company in the same place.

Stage assignment is subjective. Two people at the same airline will often disagree about whether it is in Stability or Aristocracy — and large organisations are frequently in different stages in different functions at the same time. An engineering division can be bureaucratic while the network team is in Prime.

We have adapted it. We use only the five late stages and we override the model wherever it conflicts with aviation reality — most importantly through the safety floor, which prevents the ageing curve from ever lowering the reliability demanded of a safety-critical role. That adaptation is ours, not the model's.

How to use it here: if a stage feels wrong for your organisation, do not force the choice. Look at two adjacent stages and read the difference between them — the direction of change is more informative than any single band. And if the model does not fit your organisation at all, the role's competency demands in the "What the standard asks of the person" card are drawn from published aviation instruments and stand on their own.

Not a licensing tool Behaviour says nothing about eligibility.

The ranges describe how people tend to behave in a role. They say nothing about whether a person holds, or is eligible for, the licence, rating, type endorsement, medical certificate, language proficiency level, security background check or nominated-person acceptance that the role legally requires. Those are determined only by the competent authority and the operator's approved procedures, on evidence that has nothing to do with percentiles.

A candidate can sit perfectly inside every band on this page and still be legally unable to occupy the post. The reverse is equally true.

The compare panel runs entirely in your browser. Percentiles you enter are held in memory for the duration of the page and are not transmitted, stored or logged by this tool. Refreshing the page discards them.

That said: assessment percentiles about an identifiable person are personal data under the GDPR, the UAE PDPL and comparable regimes. If you enter data about someone else, you are the controller of it, not us. Be aware too that automated decision-making in recruitment carries specific obligations in several jurisdictions — including the EU AI Act, which classifies employment and worker-management systems as high-risk.
